The unblock declines have addressed the problem with "a refusal to discuss". The user has continued to avoid that issue in their unblock requests. It's not a refusal to discuss the block, it's a refusal to discuss the unsourced content, when challenged. However, as you clearly believe I shouldn't have revoked talk page access, I have reinstated it. I'm inclined to extend some rope and grant this request. They've made an effort to improve their previous policy short-comings by attending meet-ups etc. They at least deserve a chance to show us they can do better. Hello, Allow me to clarify that the misunderstanding against me and the other usernames acting as Sock Pupptets is entirely without merit and investigation. I am an active member of the Tulu community and a part of the Karavali Wikimedian User Group. While it is true that several of us, who work as bankers, professors, and tech administrators, settled in the same city of Mangalore, this is merely due to the geographic proximity of our workplaces. As a close-knit community, we frequently come together for monthly meetups to discuss the development of our community, the Wiki Movement, and any new happenings in Wikimedia. All the mentioned accounts belong to real individuals who collaborate, co-create and contribute as a community. Moreover, all of the articles to which I have contributed are related to our area of expertise, and we have edited them with the utmost care and attention to detail. As experts in our field, we take pride in our ability to contribute to projects like Tulu, Kannada, English Wikipedia, Wikimedia Commons, Wikidata, Meta Wiki, Translate Wiki, Kannada Wikisnary and more. Hi 331dot (talk), apologies for taking a long time to respond here. I personally know Bharatesha and have supported the Karavali Wikimedians User Group from initial days of planning, forming of an UG and pleased to see that they have sustained activities to engage with Tulu and Kannada Wikimedians.
Recently, I spoke and met with @BHARATHESHA ALASANDEMAJALU and apprised him of the different policies like Editing Policy, Disruptive Editing, and Edit Conflict which I know he has gone through and learned from. If necessary, I am willing to have more conversations with him and the other members of the Karavali Wikimedians UG regarding adherence to policies and ensure that they are not violated.
I request for your consideration as this group is new and they are learning about the different policies and the enforcement thereof on En.Wp. I want to assure that they are all real, doing important work and here for the right reasons.

The technical details make it very clear these two accounts (at least) are either operated by one person or are operated by two people who are sharing a device. If the latter case is true, note that they have done so across multiple IP addresses. I also note they've edited the same articles, sometimes only seconds apart (see here). More than that, obviously the checkuser data can't say. From a behavioural point of view, I'll note that Preethika B specifically said WP:MEAT doesn't apply. I think the most optimistic view here is that WP:MEAT does apply. I have no objection if in your (collective) good judgment, you think this account should be unblocked. My goal here is to explain what I'm seeing, both the checkuser data and the very subjective behavioural data. I also, obviously, don't mean to step on ARBCOM's toes. Hello Izno, Callanecc, and 331dot, As mentioned before, Karavali Wikimedians User Group and Tulu Wikipedia community as a small tight-knit community, we are focused on promoting Tulu language and culture, documenting living heritage, and writing articles on specific themes. I am one of the conveners of the Karavali Wikimedian User group and our members actively participate in different events and editathons.
We regularly introduced new users to our community, and it is possible that we used the same laptop, resulting in the inadvertent use of the same IP address, which is called MEAT. We have learned from this mistake, have spoken with other editors for insights and acknowledge it.
We kindly request that I be unblocked to allow us to continue contributing to Wikipedia, along with other members of the group.

Based on the user's explanation immediately above, this explained why it looked like MEAT and with that understanding I am okay with an unblock.
