  2. ^ The Soviet Union occupied Estonia on 17 June 1940, after which, Päts's forced decisions were of no affect according to international law. 21 June 1940 is also seen as the end of his presidency since he was forced to appoint a Soviet puppet government cabinet, led by Johannes Vares. On 21 July 1940, the Estonian Soviet Socialist Republic was declared and Päts was forced to officially leave the office. He was arrested in a Russian mental hospital on 18 January 1956.
  3. ^ After Soviet occupation in 1940, the President of Estonia, Konstantin Päts, was unable to perform his duties. According to the constitution, the duties of the President were to be performed by the Prime Minister, who was Jüri Uluots until the occupation.
