Javier Milei announces the May Pact at the opening of ordinary sessions of the National Congress in 2024.

The May 25th Pact, commonly known as the May Pact, is a pact proposed by the President of Argentina Javier Milei to the governors of the 23 Argentine provinces and the Chief of Government of the Autonomous City of Buenos Aires in order to perpetuate a consensus that seeks economic freedom for Argentines. It was announced[1] by Javier Milei on March 1st, 2024, during the opening of the 142nd ordinary session of the National Congress of Argentina.

Text of the pact[edit]

The introductory text of the pact emulates a version of the Preamble of the Constitution of the Argentine Nation in which religious elements are included as a following of Article 2 of the Constitution of Argentina[2] and as a sign of the President's religiosity, as well as a certain revolutionary fervor against the "status quo", which is why this date was chosen for its signing, evoking the May Revolution.[3][4]

The attached guidelines constitute policy agreements regarding the treatment of certain forward-looking economic issues, including deals on tax reform, fiscal balance and Argentina's federal co-participation agreements.[5][6] These were posted on the official social media accounts X and Instagram of the Office of the President of the Argentine Republic, after being read by the President himself at the previously mentioned session.

Sign[edit]

The signing of the pact is subject to the prior approval of the respective representatives of the provinces as mentioned above. It will take place on May 25, 2024 at Córdoba Province. Additionally, as stipulated in the pact, it will be subject to the approval of the Law of Basis and Starting Points for the Freedom of Argentines, after its withdrawal due to the rejection of several articles during the extraordinary sessions of Congress held at the beginning of 2024.[7]

Following the announcement, the Chief of the Buenos Aires Government Jorge Macri[8] and Governors Rogelio Frigerio (Entre Ríos),[9] Martín Llaryora (Córdoba),[10] Osvaldo Jaldo (Tucumán),[11] Ignacio Torres (Chubut),[10] Leandro Zdero (Chaco),[12] y Maximiliano Pullaro (Santa Fe),[10] accepted the proposal and showed their willingness to sign the pact.
