Why did they stop?[edit]

The article states rather baldly that congress mostly stopped issuing charters in 1992, but it doesn't say why. Does anyone know? I did some searching, but I couldn't find out anything specific. After I added an explanation without seeing this discussion, I added material also so it is now redunandant. In any event, my source shows it was discontinued in 1994. Americasroof (talk) 15:32, 5 January 2009 (UTC)[reply]

Title 36 youth organizations[edit]

List of chartered organizations?[edit]
